xdg-activation isn't supposed to allow application to arbitrarily raise
themselves, it was designed for a specific scenario, which is allowing a
focussed application to pass that focus to a different application. That is why
kwin checks whether the requesting application has focus. That makes it
unsuitable for fixing this bug
