I made what you proposed. I clicked on the "Defaults" button in "position
chooser UI" and after "apply" no button was checked, although before that, the
button on top right corner was checked (My setting). On the same evening that
day I installed Arch Linux KDE on another external drive. After the
installation I booted the system, went to systemsettings > notifications >
position chooser UI. And there, NO button was checked. So, there's something
wrong with a configuration file, as you anticipated.
