Yes, you need to generate these locales if your distro doesn't generate it for
you. As for Arch based systems, edit /etc/locale.gen to enable locale, and run
`locale-gen` to generate them. Auto locale generation has been added in the new
KCM_RegionAndLang. Which will ship with plasma 5.26
On a second note, current behavior when it's not ideal, it is consistent with
the old Formats KCM.
