wallpapers/potd: fix not updating wallpaper in lock screen
Skip updating wallpapers in client's ctor. Call
`setUpdateOverMeteredConnection`
or `updateSource` in `PotdBackend::registerClient()` , to ensure only
one loading process will be run at the same time.
FIXED-IN: 5.26
