Neither Muon or Discover show all available packages.  The package (in this
case, the one that was finally the straw that got me to report this, QOwnNotes)
is confirmed available in both Synaptic and aptitude. 

Reproducible: Sometimes

Steps to Reproduce:
1. Install PPA
2. Run Muon or Discover
3. Search for package

Actual Results:  
Muon/Discover present blank page.

Expected Results:  
Muon/Discover present package to be selected for install.

This has been ongoing for quite some time but I'm tired of dealing with it via
Synaptic.  This, as far as I know right now, is with PPA packages, but I'm not
going through every available package name to confirm that.  Not all PPAs seem
to be affected (Vivaldi, for example is shown).
