Can confirm, this is still an issue. I have some panels configured for the
monitors which I currently don't have physical access to, and I can't get
built-in menus to show up again, unless I use the new feature "Panels and
Desktops Management" window from Plasma edit mode to manually remove all the
offending panels — or at least Global Menu applets from them.
