SUMMARY
I remember reading quite a while ago that Kate got a user interface overhaul,
particularly changing how tabs are displayed. I was waiting patiently as I
thought this might just be coming in a future update, but I noticed today that
my laptop which hadn't been updated in about a month actually has the newer UI
while my PC running the 5.26 Beta was still using the "old" UI.
Here is how Kate looks on my PC with Kate 22.08.1:

Interestingly, my laptop is still running Kate 22.08, and it has the UI
refresh. My PC does not.
STEPS TO REPRODUCE
1. Open Kate? Sorry, I'm not sure what the steps to "reproduce" this would be.
OBSERVED RESULT
Kate has the "old" UI layout.
EXPECTED RESULT
Kate should have the "new" UI layout, as other devices I use with Plasma do.
SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 5.19.8-zen1-1-zen (64bit)
KDE Plasma Version: 5.25.90 (though is present on stable 5.25 releases too, I
just happen to be using the Beta right now)
KDE Frameworks Version: 5.98.0
Qt Version: 5.15.6
ADDITIONAL INFORMATION
Only tested under Wayland for both my PC and my laptop.
