Thanks, I can reproduce the issue on X11 with those steps.
The key setting seems to be the combination of "MaxClipItems=1" and
"NoEmptyClipboard=false" settings. If I remove either one, the issue stops
happening with the same steps. Marking as a minor issue as this affects a
rather unusual non-default set of settings, and there's a simple workaround.
