If mysql_install_db is not present in the MariaDB package on Ubuntu, open a bug
report on Ubuntu. Data exchange with LibreOffice is a bit out of scope for us,
I think everything is explained. If you have any questions, you are welcome to
ask them. I'm closing the bug now.
