1. Removing ~/.cache/plasma* indeed helped, thank you for directions.
2. Cannot recreate anymore

For me issue can be closed as solved however I'm leaving it as reported in case
you believe there are more actions required in here. Really appreciate
directions, and big thanks to entire KDE team for what everyone is doing, you
are the best.
