Just wanted to add my 2 cents: I have an up to date (as of 24 Aug 2022) Neon
and I have a keyboard with physical UK layout. In KDE I use following layouts:
US, DE (german) and ES (spanish).
I'm also affected by the reported bug. I think just activating the spanish
layout is enough to reproduce the problem. Even when said layout is not in use.
