ops, the .desktop file from my previous comment is the one gotten by
right-clicking on Dolphin icon on desktop and choosing 'Open with Kate'.
.desktop file in ~/.local/share/applications had StartupNotify=false. Changed
to StartupNotify=true and now the launch feedback is working again.
