SUMMARY
The "keep window above other windows" setting is often ignored. The behaviour
is not consistent as the setting is sometimes respected, while other times it
is not.
I am using a dual-monitor setup, with the screens arranged vertically, on X11.

STEPS TO REPRODUCE
1. Set the "keep window above other windows" setting to true
2. ?

OBSERVED RESULT
Yakuake's window is not kept above the others.

EXPECTED RESULT
Yakuake's window is always kept above the others.

Linux: KDE neon
