I booted up a live Gnome version of my distro (Garuda) and was able to
replicate the bug. I would be able to create and run the shortcut using the
original Ctrl key position. But when I swapped CapsLock and Ctrl, I wasn't able
to create the shortcut but other shorter character length key combinations
would work. So I guess not a KDE specific bug after all?
