Got the issue.

I had following file which hid the issue for me:
$ cat /etc/default/keyboard
XKBLAYOUT="us,ru"
XKBVARIANT=","
BACKSPACE="guess"
XKBMODEL="pc105"
XKBOPTIONS="grp_led:scroll"
