STEPS TO REPRODUCE
1. Open Systemsettings
2. Go to Workspace Behavior
3. Then go to Workspace Effects
OBSERVED RESULT
1.Try to scroll down the list of effects
2.It is not possible to scroll
3.There is no detectable scrolling bar
EXPECTED RESULT
1.There should again be a scrolling bar to scroll down the list of effects as
it was in former versions prior to 5.25

ADDITIONAL INFORMATION
In all versions prior to 5.25 I could scroll down the list of effects.Without
it I must use the wheel of my mouse to scroll,but this is not so accurate and
fast like the scrolling bar.I detected this bug when 5.25.0 came out and I
hoped it could be fixed soon.But after several updates the bug remained.Hope
you can quickly fix it.
