I installed Kubuntu in a VM to test it. We need to set the environment variable
"KDESYCOCA" to the absolute path to the local database in the cache directory.
Then "Open with..." works fine.
Example: export KDESYCOCA=/home/USERNAME/.cache/ksycoca5_LANG_XXXXXXXXX
