Sorry for brevity, on short holiday: as others wrote, the idea is indeed to manage windows when you have a lot of them, similar how you would when using the pager applet, but decently sized and with a live preview. You obviously can't drag windows to the position you want them to while present windows is active, since their position and size does then not represent their actual position and size, you can only place them on different workspaces. This was possible with the desktop grid pre 5.25 and now no longer is, as present windows is forced to be activated.
