STEPS TO REPRODUCE
1.  Connect external monitor VIA HDMI
2. turn off monitor after setting up display and layout to extend not mirror
3. 

OBSERVED RESULT
windows on visible display (laptop screen) all resize to just the size of the
taskbar regardless of whether or not windows were open on the display that was
connected

EXPECTED RESULT
windows open on display that is turned off would be moved to laptop display,
windows on laptop display would remain as they were
