I updated Krita and the cursor no longer disappears. The "No" symbol still
happens but that is very minor compared to the original issue.

This happens regardless of whether I'm set to WinTab or Windows Ink, and the
Krita cursor settings are default. I played around with the cursor settings and
found that the "No" symbol also only appears if the cursor is set to none,
otherwise it just disappears for a brief moment without anything else
appearing.
