Have the same problem in Arch Linux (plasma 5.25, plasma-framework 5.95.0),
along with the 1st, 2nd, and 3rd tries all using different password dialogs
just as Daniel Frein is having.

Removing the line: X-KDE-SubstituteUID=true
Allows me to start KSystemLog properly without entering a password as I'm a
member of the 'wheel' group.

I think it should be preferred to require the user to be a member of the
'wheel' group (by not substituting UID), rather than requiring logging in with
the actual 'root' user password which as of now doesn't even work.
