Your video show everything working properly: the app windows change color when
you change the color scheme, but the panel does not, because it's using your
Plasma theme "Air" which is not a color-scheme-aware Plasma theme. You can tell
because it doesn't have the "Follows color scheme" subtitle that the Breeze
color scheme has.
The issue with the apply button is something different ant not related to this.
