SUMMARY
The region_language KCM fails to CMake configure if pakagekitq5 is missing
STEPS TO REPRODUCE
1. Build on Ubuntu, dont have packagekitqt5-dev installed
OBSERVED RESULT
Fails to configure because TARGET PK::packagekitqt5 was not found
EXPECTED RESULT
It checks whether the target is found because the find_package dependency on it
is optional
SOFTWARE/OS VERSIONS
Linux/KDE Plasma: git master as of 2022-07-04
Qt Version: 5.15.5
