I'm afraid this was an intentional change. The "After" screenshot looks much
better to my eyes; more padding around the icons helps to frame them and
prevent the panel from turning into icon soup. It also provides larger click
targets.
If you'd prefer smaller icons or task manager buttons, you can make your panel
narrower.
