This doesn't have anything to do with the Present Windows effect per se, and
you'll notice this it applies to all effects, and to window edges too, not just
corners. We made the deliberate decision to block these by default in
fullscreen apps, as they are very disruptive in fullscreen games, and we don't
have a way to distinguish between a fullscreen game and a fullscreen
productivity app

If you don't play any fullscreen games or want the old behavior back, you can
do it in System Settings > Workspace Behavior > Screen Edges > check the
checkbox marked "Remain active when windows are fullscreen".
