I'm almost certain this was working for me around a month ago, since I
constantly did this in my workflow. Now it's annoying I have to click around to
mess with window focus before moving anything. I wonder if it's a setting that
I somehow changed, or a regression. But it seems like this bug was reported a
few years ago describing the same thing....


STEPS TO REPRODUCE
1. Click on a window so it is focused.
2. Alt + left click another window you want to move 
3. Drag the window to the middle of the previously focused window

OBSERVED RESULT
Dragged window is hidden behind *any* window that is higher in the focus stack.

EXPECTED RESULT
Dragged window stays on top of everything
