All existing themes will just be translucent. Since much of WhiteSur is opaque, you are likely just seeing the absence of blur. The bottom half of the decoration is probably translucent (well, more than usual). Check "Huge Borders" to see if it is being blurred. The Konsole problem we are seeing seems to be due to people enabling blur in Konsole. Settings > Edit Current Profile > Appearance > Edit > Blur Background.
