I could give this a try to implement it myself, at least for the window
decoration.
For the plasma theme, I have no idea how to make it toggleable since it is just
SVG files.
I guess that would require adding a new color to colorscheme just for borders.
Then the SVG files would read from that color (it also has to have opacity for
those who wish to disable borders, or alternatively, make it same color as the
background in that case)
