Yes, originally I was able to reproduce the missing tray icons with normal plasma panels but not the invisible overlay over the start menu . However, I reproduced the invisible overlay. It doesn't necessarily overlay the start menu it just overlays the left-most position of the panel. So yeah it's a plasma bug.
