It may be intentional design but I think it should be more flexible. I'm designing a widget that actually requires overlapping for it's function (see https://forum.kde.org/viewtopic.php?f=17&t=175149 ). The default behaviour probably makes sense (ie, the "intentional design"), that's fine. The logic that happens when I put a widget on top of another is really nice. The widget sort of "drops" to the side and becomes smaller.
