This issue affects me as well, in exactly the same form as described by jean in
comment #18. I've had this issue for a long time and haven't ever bothered
looking into it before. I can collect information if desired.
I am on Gentoo, Intel graphics, multiple displays. As mentioned above, the
clocks are often different on the two displays, and a `kill -9` knocks it loose
again. I also occasionally have to kill and restart plasmashell and kwin_x11,
which feels related, but I can't say for certain.
