STEPS TO REPRODUCE
zoom in (Cmd+'+')
OBSERVED RESULT
I can't:
• pan canvas
• use the color sampler while using the bursh tool (pressing Cmd key)
If I want to recover those functions, I have to:
click inside Layers docker, or Quick Settings Docker, or Undo History, or
Snapshot Docker
