Changes made to `~/.config/gtk-4.0/settings.ini` do not take effect; the file
is rewritten at startup.
I have been explictly setting `GDK_SCALE=1` whenever I run a GTK4 application.
Is there any way to persistently change this setting for GTK4 apps only?
