Sorry, what exactly is the problem here? Widgets shouldn't be draggable or get
a grabby hand cursor on hover unless you're in Edit Mode or you've deliberately
pressed/clicked-and-held on it for like 2 seconds. Is that something you find
yourself doing by accident a lot or something?
What version of Plasma are you using?
