Calculator tooltip flickering

SUMMARY
***
While hovering over icons in Icons-Only task manager, sometimes a tooltip
doesn't resize quickly enough or in a smooth manner before hovering to another
icon. This might cause the other tooltip to flicker. A way to consistently
reproduce this (at least for me) is to have Brave opened, and have the Brave
icon between the gnome-calculator app and Lutris.

STEPS TO REPRODUCE
1. Make sure "Show Tooltips" and "Highlight windows when hovering over task
tooltips" are enabled
2. Pin gnome-calculator, brave and lutris, in this order, in the Icons-Only
Task Manager
3. Open Brave.
4. Hover over the brave icon then quickly hover the lutris icon then back to
the brave icon.
5. If the lutris tooltip doesn't resize to its correct size in time before
hovering back to brave, hover over the calculator icon.

OBSERVED RESULT
Calculator tooltip flickers, as shown in the video attachment

EXPECTED RESULT
Smooth as butter transitions
