It's not just an issue happened in nightly. it has been happening for a long
time.
STEPS TO REPRODUCE
1. Draw something on a layer and select an area.
2. Trigger transforming tool by Ctrl+T or whatever works(DO NOT 'APPLY' IT
YET!).
3. Ctrl+C or Ctrl+X and paste it.
OBSERVED RESULT
The pasted layer is empty.
EXPECTED RESULT
It should work like a normal copy/cut > paste action.
