STEPS TO REPRODUCE
1. Create or find an image/jxl file.
2. Open it using Okular
OBSERVED RESULT
Popup opens with
> Could not open file:///home/mag/Pictures/Screenshots/Screenshot_1.jxl.
> Can not find a plugin which is able to handle the document being passed.
Printed to stdout says
> org.kde.okular.core: No plugin for mimetype '"image/jxl"'.
EXPECTED RESULT
Open the .jxl file

ADDITIONAL INFORMATION
kimageformats has a library that should be able to handle this, I think. It
works in other KDE apps. So it should hopefully be a simple fix.
