Say files and system settings both have an applicable match but system settings ranks its results lower, and the user set KCMs to have the highest priority and files lower, then the KCM result would be taken over with its relevance unchanged, but the file result ranked down to 0.9 or so of its original relevance as the plugin ranks second in the global user configuration, and could thereby be outscored by the other category.
