Maybe we could only do it for encrypted volumes, and for everything else, the
thumbnails could live in the normal location.

Basically the problem to be solved here is that storing thumbnails for files
located on an encrypted volume in an unencrypted location elsewhere is a data
leak. Not generating thumbnails at all is a nuclear option that reduces
usĭlity, so that's no good. Generating thumbnails but storing them *inside* the
encrypted volume solves the data leak and preserves the thumbnails feature.

The current spec doesn't consider the case of an encrypted volume at all, so we
have to break the spec somehow unless we want to propose a formal change to it.
Which is possible. But it can be politically challenging.
