I might have some insight to provide, or mine is just a weird extra edge case
triggering a similar problem. Basically the problem of high cpu only occurs
depending on how I have my screens setup relative to each other.

If I have my upper screen moved to the right, right aligned with the screen
below it so there is a gap on the left, the issue occurs after hitting apply.

If I have my screens all along a horizontal line, no issue.

When the issue is occuring, Xorg is doing 96% cpu usage, xembedsniproxy is
doing 78% cpu usage, and kwin_x11 is doing 63% cpu usage, cpu is i7 4790K.

Compositor is off.
