The notifications popups do not work on first plasma login, but the sound (if
any) is played. As a workaround, restarting the plasmashell process seems to do
the trick. The issue is consistently reproducible, but I'm unable to find any
settings that would result in such behavior.

STEPS TO REPRODUCE:
Login in Plasma on first boot and run a command such as: `notify-send foo` from
a shell.

OBSERVED RESULT
No notification popups appear, and the notification history is empty.

EXPECTED RESULT
Notifications should work fine without needing to restart plasma.
