I can consistently reproduce this bug. My two screens are connected to two PCs
and I toggle between those with a 2x2 KVM. Every time I switch from my KDE
desktop PC to my Windows Laptop and then back, the background is gone and
right-clicking doesn't work (on the black background). This wasn't always the
case!
Until a few of weeks ago, I was plagued by this bug (after switching back and
forth; a second back and forth always fixed it):

After that bug got fixed, I am now getting the bug described here.
