This might make sense on the basis of ending the profusion of splash screens on
https://store.kde.org/browse?cat=488&; that are just the default one with a
different picture. That's low-effort content, but currently there's no real
other way to get a splash screen with a different image on it.
And yes, we'd also need a way to set it from the KCM.
