I'm having the same issue on X11. I've tried using Wayland but I could not
reproduce the issue there.
It does not seem to be suspend-related. If I turn off and on the bluetooth on
my mouse, I get the same result: scroll direction is reverted back. Also when I
switch my mouse from bluetooth to usb-dongle the same happens.
