We have no some stable location
https://download.kde.org/stable/release-service/21.12.3/windows/kate-21.12.3-1589-windows-msvc2019_64-cl.exe
And one will try to upload future releases properly to the download.kde.org
server, too, and mention them in the org.kde.kate.appdata.xml in our repo
