I think I also have the same issue, if I login after both monitors went to
sleep my primary display does not have a background anymore and also not a
taskbar.
Automatically searching and switching to different input signals was indeed
turned on on my primary screen, however disabling didnt fix it, @M. Raymond
Vaughn can you specify what you mean with new "Plasma session"? Like a new
user?

In addition that that my windows move in between both of my displays or to my
second screen entirely. Not sure if this is related to the same problem...
I use Manjaro KDE, a fresh install and AMDGPU with Open Source drivers.
