They can thus be used for both skills based and organizational groups. The resource group editor is not shown when you open a project created with earlier versions (should probably handle that). You can add it by open context menu in view selector and insert it. The resource assignment view needs a redesign anyways, it is very cpu hungry even with moderately large projects.
