I'm not sure whether either of these describes your bug, I'm guessing the
second is closer:
Bug 419990 - Impossible to tag multiple files at the same time via context
menu
Bug 420116 - Allow to add multiple tags from the context menu
Worth checking the "tag dialog" you get to via the information panel. I use a
large number of tags in a hierarchical structure and find it easier to use.
However I would like, somehow, to be able to copy all the tags from one file
and apply to another...
