Keyboard shortcuts stop working randomly. It was possible to quick fix this
problem earlier by disabling and then enabling the "Manage keyboard layouts"
checkbox in System Settings > Input Devices > Keyboard > Layouts, but now all
the layouts disappear after doing this.

STEPS TO REPRODUCE
1. Set up a shortcut to switch to a specific layout;
2. Switch layouts by general shortcuts;
3. Switch layouts by the shortcut from step one;
4. Repeat the process until you observe the result.
OBSERVED RESULT
Shortcuts (including all the others) stop working systemwide.
EXPECTED RESULT
Shortcuts work normally.
