I wouldn't bet on it. Installing them through Muon, as an example, downloads
them from scratch, and the same happens downloading them with apt-get from the
terminal. Incidentally, on my tablet I have had the same issue with Waydroid as
Johnathan above.
Marking the bug as "confirmed" since it affects more people than just myself.
